When I try to bring up windows email, I get errors and this message. You are not currently logged into your computer as an administator. Please log out and log back in as administrator then restart computer. I tried this, still nothing. What am I doing wrong?

You should Check if your account is the administrator by clicking start, looking for control panel, and then checking user accounts and settings. The other way is by shutting down your computer and restarting while it restarts press f9 Repeadly to enter safe mode. If your computer has Administator enabled then it should work. Then do the same as the first step. If not then in the beginning of windows press alt+ctrl+delete for a special way to type in your account and password. Use the words Administator and no password to access the administator Options. If none of these works then maybe you need to check the program's options to see if there is anything wrong.
